We conducted a cross-sectional online survey of non-clinical public health and clinical health service workers in Malaysia from November 2021 to January 2022. Participants were randomly sampled by the Malaysian Ministry of Health using lists of health professionals and secondary respondents were subsequently enrolled through snowballing. The most significant issues raised by 191 participants included NCD service disruption, redirection of NCD care, and an anticipated overburden of post-pandemic NCD care, as well as accounts of resilience and prompt reaction of the healthcare system, and calls for innovation. Respondents perceived challenges from COVID-19 were well managed by the healthcare system which was able to provide the necessary services. This study identified gaps in the health system response and preparedness capacity, and highlights solutions for strengthening NCD services.
